To further its mission, NACOLE works to bring together the growing community of civilian oversight practitioners, law enforcement officials, journalists, elected officials, students, community members, and others to meet and exchange information and ideas about issues facing civilian oversight and law enforcement.  In addition to it's annual conference, NACOLE conducts regional training and networking events, and gathers academics and scholars from different fields to discuss and encourage multi-disciplinary work on police oversight, and encourage relationships between civilian oversight practitioners, police professionals, and scholars.

    2025 NACOLE Webinar Series (August)

    Hate Crimes, Explicit Bias, and Implicit Bias: Evolution of Standards for Decertification of Peace Officers in California

    Please note:

    This webinar will be longer than standard NACOLE webinars. It will be 1.5 hours, followed by a 30-minute post-webinar discussion.

    This webinar will address issues relevant to both police and correctional oversight.


    On Wednesday, August 6, 2025 at 3:00 p.m. EDT, NACOLE will welcome a panel of experts to explore how recent laws in California are changing employment standards for what personal actions and/or beliefs are acceptable for peace officers to hold or express and still be hired or continue as employees of law enforcement agencies. Panelists will examine the following recently enacted laws, each of which may bear on these issues:

    The California Law Enforcement Accountability Reform Act (The CLEAR Act - AB 855, Assemblyman Kalra) – Enacted in 2022, The CLEAR Act prohibits the employment of an officer found to have “engaged in membership in a hate group, participat[ed] in any hate group activity or [advocated] any public expressions of hate.” The law requires agency investigations of such potential activity upon application for employment as an officer or following a complaint alleging such activity.

    The Racial Justice Act (The RJA - AB 2542, amended by AB 256, Assemblyman Kalra)- First enacted in 2020 and amended in 2022, the RJA prohibits the state from seeking or obtaining a criminal conviction, or from imposing a sentence, based upon race, ethnicity or national origin. Under the statute, an officer’s decisions based in part on implicit bias can serve as a basis to successfully challenge a criminal charge or conviction.

    The Police Decertification Act (SB 2, Senator Bradford) – Enacted in 2021, the statute provides multiple bases for the decertification of a person from employment as peace officer in California due to “serious misconduct.” Among the example of serious misconduct defined by the Act is demonstrating bias on the basis of race, national origin, religion, gender identity or expression, housing status, sexual orientation, mental or physical disability, or other protected status in violation of law or department policy or inconsistent with a peace officer’s obligation to carry out their duties in a fair and unbiased manner.”

    The Racial Identity & Profiling Act (RIPA) (AB953, Senator Webber) – Enacted in 2015, the Act among other changes, revised the definition of racial profiling to instead refer to racial or identity profiling, and made a conforming change to the prohibition against peace officers engaging in that practice. The Act defined “Racial or identity profiling” as “the consideration of, or reliance on, to any degree, actual or perceived race, color, ethnicity, national origin, age, religion, gender identity or expression, sexual orientation, or mental or physical disability in deciding which persons to subject to a stop or in deciding upon the scope or substance of law enforcement activities following a stop, except that an officer may consider or rely on characteristics listed in a specific suspect description. The activities include, but are not limited to, traffic or pedestrian stops, or actions during a stop, such as asking questions, frisks, consensual and nonconsensual searches of a person or any property, seizing any property, removing vehicle occupants during a traffic stop, issuing a citation, and making an arrest.”

    Related state regulations issued by California DOJ and California POST.

    Jail & Prison Oversight Quarterly Forum

    NACOLE invites you to our quarterly online virtual forum for jail and prison oversight (JPO). The 2025 forums will take place on February 18, May 20, August 19, and November 6, 1:00 – 2:00 pm (Eastern Time). Noah Barth, NACOLE member and Prison Monitoring Director for the Pennsylvania Prison Society, will facilitate the forums.

    The quarterly forum is an opportunity for those involved with JPO to virtually meet and network, and to discuss common issues and share information about training, technology, tools, and relevant resources. Forum attendees are encouraged to bring specific questions and resources related to JPO to the forum, as it is an opportunity to receive insight and suggestions from the collective community.     NACOLE has arranged for a block of rooms at a special rate of $229.00 per night for those attending the NACOLE Conference at the Minneapolis Marriott City Center Hotel.  This hotel will serve as our host hotel and is the location of all of our daily sessions.  Reservations may be made by clicking the icon above. In order to receive this special rate, please make your reservations on or before October 6, 2025. The hotel requires that all reservations be accompanied by a first night room deposit or guaranteed with a major credit card. Please note that NACOLE has reserved a limited number of rooms at this rate. Although we will make every effort to assist, NACOLE cannot guarantee the group rate after the room block has sold out or after the special rate cut-off date of October 6, 2025, whichever comes first.

Minneapolis also features a dynamic food scene, offering everything from international cuisine to locally sourced farm-to-table dining.     TRAVELING, TRANSPORTATION & PARKING

    If you’re traveling to Minneapolis for an event, the most convenient airport to fly into is Minneapolis–St. Paul International Airport (MSP), which serves both domestic and international flights. From the airport, there are several transportation options to reach the Minneapolis Marriott City Center hotel downtown. One of the most affordable and efficient options is the Metro Transit Blue Line light rail, which runs every 10–15 minutes and gets you downtown in about 25–30 minutes for just $2–$2.50. Buses, such as Metro Transit Route 54, also serve the airport but are slower due to multiple stops. For a more direct ride, taxis are readily available at both terminals and typically cost $38–$50, while ride-sharing services like Uber and Lyft offer fares in the $25–$45 range, depending on time and demand.

    If you prefer a scheduled ride, airport shuttles such as SuperShuttle provide shared transportation directly to the hotel, with one-way fares starting around $16. Once you arrive at the Marriott City Center, the hotel offers on-site self-parking for approximately $32–$43 per day with in-and-out privileges. Valet parking is also available at a higher rate, typically between $52 and $55 per day.
