Jill Fitcheard

Jill Fitcheard was appointed by the Mayor as the Executive Director of the Nashville Community Review Board in October 2023. She previously held the same position with the Metro Nashville Community Oversight Board from 2019 to 2023. With a career dedicated to supporting Nashville's most vulnerable and marginalized populations, she began her professional journey as a Police Officer with the Metropolitan Police Department of Washington, D.C. Her roles have consistently involved meaningful engagement with Nashville’s diverse communities.

Her work with incarcerated women at the Tennessee Prison for Women (TPFW) through the YWCA included facilitating a pre-release program focused on life skills to prepare participants for parole and reintegration into society. As a Probation and Parole Officer for the State of Tennessee, she was instrumental in leading a pilot program aimed at reducing recidivism and rehabilitating formerly incarcerated women.

Ms. Fitcheard commitment to law and justice extended to her role as a Criminal Justice Instructor at Remington College, where she shared her expertise with students. Prior to her tenure with the Nashville Community Review Board, she served for over a decade as the Chief Criminal Investigator with the Metro Nashville Public Defender’s Office, leading numerous high-profile investigations and contributing significantly to the office’s leadership team.

Since 2019, Ms. Fitcheard has focused on oversight in Nashville, working to foster accountability and transparency within the Metro Nashville Police Department. Despite challenges, including a state preemption law that sought to undermine oversight efforts, she has been a steadfast advocate for the community’s voice, ensuring that the reconstituted civilian review agency continues to serve Nashville effectively.

Ms. Fitcheard is a graduate of Tennessee State University and possesses extensive knowledge of the criminal legal system and investigative practices.
