Group stages and Dynamics: What to Expect When Working on Board and Commissions

The effectiveness and performance of any group, including oversight boards and commissions, can be enhanced when members understand the stages of group development; the behaviors, feelings, and thoughts that characterize each stage; and what needs to happen to move forward. On October 16, 2023 NACOLE Director of Training and Education, Tina Barr, led this important conversation to assist boards and commissions in their continued work.


Tina Barr, Ph.D.

Tina joined NACOLE in August 2023 as Director of Training and Education. Immediately before joining the NACOLE team, she was an assistant professor of social work whose research focused on issues related to wrongful conviction. Additionally, Tina has extensive experience working in social work, public health, training, and research capacities. Her previous involvement with oversight was as a member of a grassroots organization in Fayetteville, NC, that spearheaded efforts to establish an independent oversight entity in the city, and as a Human Rights Advocate with the Virginia Department of Juvenile Justice, conducting investigations in response to grievances filed. Tina received her Bachelor’s degree in Sociology and Rhetoric & Communications Studies from the University of Virginia, a Master of Social Work degree from Virginia Commonwealth University, and a PhD in Social Work from the University of Minnesota, Twin Cities.
