Marcos F. Soler, as President-Elect, would like to focus on broadening the way NACOLE assists, connects, and educates its members and the public beyond the scope of the annual conference. His priorities include helping the board to find alternative sources of funding and improving the way the organization shares expertise with the communities it serves.

Marcos has been a member of the Board of Directors of NACOLE since 2009. He is the Treasurer and a former Chair of the Membership Development and Outreach Committee. He has also served on the Finance and the Strategic Planning Committees.

Marcos is the Director of Strategic Initiatives at the New York City Civilian Complaint Review Board (CCRB). Marcos joined the CCRB in 2001, where he works with the Review Board to define its organizational strategy and policy initiatives. He has presented his research on civilian oversight of law enforcement in domestic and international forums. He has attended several NACOLE annual conferences and has participated in various panels.

Marcos is a graduate of the New York City Leadership Institute, which is the main organizational and executive development program for the City’s executives and senior managers. He is also a former recipient of the New York City Mayor’s graduate scholarships’ program.

Since 2005, Marcos has been an Adjunct Professor of Politics at the John Jay College of Criminal Justice (City University of New York), where he teaches seminars on judicial policies and processes, civil rights and liberties, and constitutional politics. He is also a Visiting Professor of politics at the University of Dresden (Germany).

Marcos began his education in Europe, first pursuing degrees in law and philosophy and later gaining graduate degrees in Law and Society (MA), Legal Theory (LLM), and Jurisprudence (Ph.D.). He continued his education in New York and earned a master’s degree in Management and Policy Analysis at The New School.  He is currently a Ph.D. candidate in Political Science at The New School.
